Street Sweeping will occur on April 20th - April 21 from 8am to 5pm. Owners of cars parked on designated streets will receive a fine in the amount of $50. No Parking signs will be posted on designated streets several days in advance to remind residents.

Quarterly Garbage fee – The Borough had to recently renew the garbage contract. Garbage companies significantly increased their fees due to higher operating costs (fuel, labor & repairs). As a result, the quarterly garbage fee increased to $112 for the next 3 years. Trash pickup days and amounts remains the same from last year.

Windsor is a borough in York County, Pennsylvania, United States. Size - 320 acres. It was established in 1905 and was named for Windsor, England. It was formerly named Windsorville. The population was 1,474 at the 2013 census.

Quarterly Water, Sewer and Garbage Bills:

Payments are due on the following dates to avoid paying a 15% late penalty fee: 2-7-22, 5-9-22, 8-8-22 & 11-7-22. If you did not receive a quarterly bill, please contact the office. To receive, view or print your quarterly bills online go to https://windsor.authoritypay.com. Please see the back of your bill for full instructions or call the office. Residents can pay on their bill weekly or monthly to ensure the bill is paid by the due date.

Credit Cards now accepted for :

Credit Cards now accepted for payment of the quarterly water, sewer and garbage bill – Residents can now pay their bills with a credit or debit card. Please go to the following website https://windsor.authoritypay.com to complete a credit card payment transaction. Residents can also call 833-373-8738 to make a credit card payment. Please note that credit card payments cannot be made in the office. There is a service fee of $6.95 per transaction which will be charged to your credit card. Residents will also be able to view their payments, receive a payment receipt, set up recurring payments or make a one-time payment.

Building Permits:

All construction, additions, placement of pre-built structures (such as sheds), paving, new patios, fences and decks require that a permit be obtained before work can be started. Please call the Codes Enforcement Officer, Bob Huska at 717-578-3010 to obtain a permit. Any projects that require digging should be called into the PA 811 number to ensure that utility lines (such as gas or water lines) will not be in the way. Some construction projects will need to be inspected by our third party inspection company (Common Wealth Code Services). Please contact Bob Huska for further information.
